pip and other programs can lie so you can just find a different solution
Transdecoder2 is a program that can identify open reading frames in a transcriptome and translate them into amino acids. The documentation suggested to use pip, but it failed to compile numpy so I used conda instead.
I am BFFs with conda, it is so reliable. I am also a big fan of cpan installations.
